Smart meter in the Netherlands

Two types of connections are available in the Netherlands for both electricity and gas, small consumption and large consumption.

To read a smart meter, it is important to first find out what type of connection it is. For a small consumption connection, the metering data is retrieved through the EDSN.

For a large consumption connection, metering data is retrieved through one of the available metering service providers..

Small consumption connections

A small consumption connection is mainly used by consumers. This type of connection is used for homes, small-scale apartment complexes, small-scale commercial real estate and public charging stations.

One energy bill

The costs for supply and network management are charged via one invoice. Reading a smart meter from a small consumption connection is done through the link with the EDSN.

Large consumption connections

A large consumption connection is used for commercial properties, social properties and, for example, large charging stations.

Three bills – supply, grid management and metering service

Supply and grid management costs are charged through two invoices. The delivery costs from the energy supplier (free to choose) and the network management costs via the network operator (location monopoly).

measurement service providers

For each connection, the user or owner of the connection must enter into a metering contract with a measurement service providers. These are Meter Responsible Parties (MVs) certified by Tennet, the national grid operator. The metering responsible party places the smart meter at the connection and delivers the metering data at quarter-hourly or hourly level to the grid operator to settle the energy costs.

The supplier or grid operator is irrelevant when setting up a link to obtain metering data.

Required subscriptions in the case of linked metering services

For large consumption connections, an agreement with a measurement service providers must be entered into by the owner for each connection. Depending on the measurement service providers used, a certain subscription should be taken out with measurement data to be retrieved by Meterbeheer.

It is recommended that this subscription be taken out by the owner/user of the connection.
